Go to start-> Run
Type "cmd" Hit Enter
Type "IPCONFIG"  Hit Enter
If it shows IP address starting with 169.254.X.X

Flush the DNS cache

  1. Click Start, click Run, type ipconfig /flushdns.
  2. Click OK.
Reset  Winsock settings

  1. Click Start, click Run, type regedit, and click OK.
    The Registry Editor window appears.
  2. Click the plus to the left of HKEY_LOCAL_MACHINE.
  3. Click the plus to the left of SYSTEM.
  4. Click the plus to the left of CurrentControlSet.
  5. Click the plus to the left of Services.
  6. Right-click Winsock and click Export.
    The Export Registry File appears.
  7. Save the file in My Documents as Winsock.reg.
  8. Right-click Winsock and click Delete.
    The Confirm Key Delete window appears.
  9. Click Yes.
  10. Right-click Winsock2 and click Export.
    The Export Registry File appears.
  11. Save the file in My Documents as winsock2.reg.
  12. Right-click Winsock2 and click Delete.
    The Confirm Key Delete window appears.
  13. Click Yes.
  14. Restart the system.
Reset TCP/IP

  1. When the system has finished restarting, click Start, Control Panel.
    The Control Panel window appears.
  2. Double-click Network and Dial-up Connections.
  3. Right-click a Network Connection and click Properties.
    The Network Connection Properties window appears.
  4. Click the General tab and click Install.
    The Select Network Component Type window appears.
  5. Click Protocol and click Add.
  6. The Select Network Protocol window appears.
  7. Click Have Disk.
    The Install From Disk window appears.
  8. Type C:\Windows\INF and click OK.
  9. Click Internet Protocol (TCP/IP) and click OK.
  10. The Network Connection Properties window appears.
  11. Click Close.
  12. Restart the system.
  13. Click Start, click Run, type netsh int ip reset delllog.txt, and click OK.

Now connect to internet. It should connect.

Have had numerous calls by customers that have either loaded a Windows update or even Out of Box and their IP ADDRESS is something like 169.254.x.x (standard Windows IP address)
The customers are no longer able to access the web as they can no longer pull an IP ADDRESS from either DSL or Cable modem.
Disabling Automatic IP Addressing in registry does not correct issue.  Most customers keep getting bounced back between ISP and Dell, finally resulting in a Reinstall of the OS to correct issue. 

Have the customer go into the STARTUP GROUP, and disable all STARTUP items, then without rebooting, click on the SERVICE TAB, click HIDE ALL MICROSOFT SERVICE, then what's left in SERVICES, disable all.
Reboot. 
The system should pull a new IP ADDRESS, if not you can setup a connection for broadband for customer. 
They should be able to get online now.  Then go back into STARTUP and recheck all items disables.

IF THE CUST IS USING THE NETWORK CARD CHECK THE IP ADDRESS

TO CHECK THE IP ADDRESS
click on start---run---cmd----- ipconfig
check the ip address,if it starts with
169.254.........
·  The range of IP addresses (169.254.0.1 through 169.254.255.254) used for APIPA is reserved by the Internet Assigned Numbers Authority (IANA). Any IP addresses within this range are not used on the Internet.

TRY THESES STEPS


1.Reinstall the n/w driver.

2.start----run----cmd----- ipconfig /release ------enter
              after that       ipconfig /renew-----enter
   now check the ip address again with ipconfig
  if it still says 169.254.....

3.STARTUP GROUP, and disable all STARTUP items, then without rebooting, click on the SERVICE TAB, click HIDE ALL MICROSOFT SERVICE, then what's left in     SERVICES, disable all.Reboot

4.reset tcp/ip  start---run----netsh int ip reset dellnet.txt

THIS FOR SURE WILL WORK

5.You can also try getting a static IP address
   To open Network Connections, click Start, click Control Panel, click Network and Internet Connections, and then click Network Connections.
  On the General tab (for a local area connection) or the Networking tab (for all other connections), click the Internet Protocol (TCP/IP) component, and then click Properties.
Select the Alternate Configuration tab, select "User configured," then fill in the static IP address details you want the connection to use when the system can't find a DHCP server
CLICK ON USE THE FOLLOWING IP ADDRESS AND GIVE THE IP ADDRESS
YOU CAN USE IP ADDRESS FROM 192.168.0.0 TO  192.1680.254.254  AND ALSO  172.16.0.0 -- 172.31.255.255
PUT THIS IN THE BOX ABOVE
P address: 192.168.1.1
Subnet mask: 255.255.255.0
Default gateway: blank

Preferred DNS server: 192.168.1.1
Alternate DNS server: blank
Click OK.
Click OK again to close all remaining windows
Once you have done this,you will be able to connect to internet.

I have been seeing a lot of IE crashes of late where connection to the ISP is established, OE can send/receive fine, and NetScape-based browsers can browse the Web (when installed or used) but IE errors out upon trying to open it and closes immediately.  Before, this resulted in a time-costly clean reinstall (repair installs are ineffective), but I hit upon a solution that works in the majority of cases and thought I might share for the common good.

The crashes are mostly not being caused by corrupted IE files, but are instead the result of 3rd party IE plug-ins that have become corrupt and are trying to load when IE is invoked.  I discovered this while removing adware plug-ins such as My Search Bar using the ADD/REMOVE PROGRAMS for a client desperate to avoid a reinstall.  Once the search bars had been removed, IE returned to normal operating status.  Of course, evaluating individual programs for deletion is time-consuming and even against Dell policy (see Dell's "3rd Party Advertising Software" policy, revised), not to mention dangerous to the OS (some of these programs will destroy the OS as they are removed), but I hit upon a simpler and more efficient method that works like a charm when the corruption is due to plug-ins, and not IE files.

Click on: START > CONTROL PANEL (switch to Classic View) > INTERNET OPTIONS > ADVANCED tab

The last line on the visible options (without scrolling) is usually "Enable 3rd Party Browser Extentions" (paraphrased).  Uncheck it.

Click OK.  Reboot.

Ok, you lose your Google Search Bar (shudder).  But IE now opens and you can browse.

This issue is the most host  issue i have been coming across for the past couple of days ...and thanx to donald and the person who have given the ..solution it worked really great ....

TOday i had a strange problem that the customer gets the same error and when i followed the above steps she was able to go to website but once she starts searching in the search engines for anything  it kicks her out from the Connection .Tried Tcp/ip RESET and once again the Above steps but still i couldnt get a Solution. Then the cust was intelligent enough and She clicked on ERROr details and she got the following messg

solution : control panel-Addremove programs-> Uninstall the TOP text and it worked for me .............
 How do I uninstall (remove) TopText iLookup?
In order to uninstall, please follow these steps:
1. Go to START --> Settings --> Control Panel
2. Double-click Add/Remove Programs
3. Select TopText iLookup
4. Click uninstall
5. An installation wizard should appear.
6. Follow the uninstall wizard's instructions
6. Re-Start your computer

If for some reason you cannot find the entry for TopText in the Add/Remove Programs interface, please follow the following steps:
1. Go to the Program Files folder on the drive that hosts your operating system (usually the C drive).
2. Under Program Files, go to the eZula folder.
3. In the eZula folder locate a file by the name of UNWISE
4. Double-click the UNWISE file and follow the uninstall wizard instructions.
5. Re-Start your computer.

All the eZula files will be deleted once you re-start your computer.
