FIX: 

AppUpdater will run and the new rule will execute.  If tech support needs to manually walk anyone through this fix, please use these steps:

1.     Go to Start and type cmd 

2.     Right-click on cmd.exe and select Run as Administrator

3.     Type: cd %ProgramFiles%\Dell Support Center

4.     Type: resourceUtil.exe import pcdroverrides.p5i.readonly

5.     Issue resolved

If this fails, please have them delete C:\Program Files\Dell Support Center\resource.db-journal.
